I was able to add a firearm into the box with the grey sword symbol, to the right of an NPC's name. I couldn't add any kind of resource collecting tool. I thought maybe that's how you "assigned" them to a job.
On the white board interface, there's a box labelled something like "preference". It's usually set to "average" in green letters. You can select that if you have any resource production buildings, and make the focus a specific resource building.
Right now, I have a quarry. I can change "average" to "quarry".
Doesn't currently seem to be making any difference. Nothing seems to happen. I kind of assumed that stone might start appearing in the warehouse tab of the control center. Nothing is showing. I put mining tools in the warehouse tab in case they needed a tool, nothing happened. I haven't spent a lot of time with this feature, I just built the quarry last night.
There are 4 productivity buildings that can be constructed (the number in brackets is the base boost to productivity before considering power or water connections):
Canteen (+5)
Medical Room (+1)
Recreation Room (+5)
House (+1)
The Control Center can be connected to power and water through the UI tabs. This is not essential for NPC's to produce but boosts productivity significantly (+50% for each service connected)
That helps immensely. So houses aren't required, just some kind of non-zero productivity is.
If houses are only +1, then no house for NOW! I'll make a canteen first. Houses come later.
I don't feel so bad, since the quarry building has a little cot inside of it (even it's if it's just cosmetic, and has no function). The NPC is apparently an immortal god who walks around in snow, rain, etc. with no ill effects.
