NPC's not spawning

I'm playing 6.5 update and save one npc Alice. Then began building a 1 house. I attempted to acquire more npcs and defeated 3 different base camps. None of them had an npc in the cell. I finished building Alice's house and even built a second full house. I raided a new camp and now no npc again. I have 1 command center, 1 Quarry, 1 Log Cabin, 1 Water storage + well, Solar Power connected, and 2 houses. Am I missing something? I thought there are like 8 npcs.

There are 5 NPC at fixed camp locations and 11 camps that have been discovered so far. I have a comment on the camps to indicate if they have an NPC on the map at https://nosintel.com
