It depends on how you define "best" I guess.

A good place to build early game is the town in the centre of the map. There is a water well with unlimited dirty water there which makes getting water in early game a lot easier.

There are plenty of trees and rocks for building a base, and it's equal distance from basically anything.

Next to the rail crossing on the south on the shore. Near to the shopping mall, train wreck on bridge and various mines/traders

imho, you need a water source and plenty of wood/stone around you and a source of lootable food nearby.
im just across the road from the gas station in the north east, good food loot across the bridge, wood for days and every 20 days i get free gas lol

Built near the largest town near the river where i can loot industrial park
and apartments.
Plus have access to an industrial farm right across the river and small villages.
