Success Rate of Planting feels abysmal

I have 20x8 field with 8 Herb Garden to watch over it, and it feels like I always lack high tier Herb for some reason, I checked the log and somehow from the last 20 harvest event, there's 16 Failed (either downgrade or just straight failed and no harvest) and only 4 of them success, that's only 25% success chance is this normal? and how do increase the success chance?

ah crops, it's really important. I didn't do a success ratio but at the beginning I got caught with a lot of failures. then I learned, and here's what I understood.
first, and it's obvious the crops must be in the "Herb Garden" area.
then, and it's vital, you need enough water. without water the crops die.
finally to increase the quality of the harvests, the crops must be in the "Aura Bottle" area.
but even with all that, I still have failures, few but I have some. obviously you have to be careful to have enough manpower.
that's the basics, then there are constructions to unlock that give bonuses to crops like Ginkgo.

Yup done all of that, everything is covered in Herb Garden, Aura Bottle, and Ginkgo, water is abundance I have a fleet of 28 Lv2 Well to gather water and I have 130k surplus water. Still somehow keep failing harvest.

For now only Sect Policy can save you from failure. There is a policy increase 30% successful rate of growing corps.

Still the chance of failure is crazy.

Speak of what, in Chinese ancient myths those ingredients over 100 yrs already rated as "precious" and 1000 yrs rated as "favoured by god" so the failing chance should be very high. Shop them from faith shop if needed, the price is very fair to be frankly. Or harvest them in illusory realm, place as many ingredient rooms as you can and you should have fair harvest.
