Local radios with proximity chat, the further you get away from someone the more "static"ie they become (you can turn on/off the radios)
Vehicles and Bases would have higher ranges, allowing you to communicate from much further away, say from base-to-base.
If this game does not have a voice proximity option, I will not play it in co-op. Otherwise, the tension and atmosphere of the game will be broken. Subnautica 1's solitude made it unique in its own right, and the closest you would get to that in a cooperative setting is by having non-perfect communication.
Things like line of sight breaking up the radio signal and the signal diminishing over distance until it completely fades would considerably boost the atmosphere of the game.
I hope the developers—or, worse case, some modders—will eventually add this feature. However, I understand that implementing such a proximity voice system would be a significant difficulty for a relatively niche audience, so I am not confident that it will be implemented.
If the developers are reading this, I urge you to seriously consider this suggestion. A voice proximity option could significantly enhance the co-op experience and maintain the unique atmosphere of the game.
