It can bug out if there is a scuffed player at spawn. The game will think there is more players alive then just you.
In the 1st round i encountered this fate the timer was by something around 10 mins or so what meant i had to hide in a locker for at least 5 mins and the train opened when it hit the 5 minute mark.
The 2nd round was different as the timer only had 6 or 7 mins on the clock left until i was the last man standing but the train did then not open at all and so time passed. At the end the timer was by around 2 or 3 mins left until the Monster had found me in the locker and so ended the round.
In both rounds we only had collected a few parts of the toy so it seems not to matter if you have all toy parts but can not pull the pipe down. In the end it is hard to test without some sort of "testing ground" where players gather to try and get a gist of the mechanic with different situations that can be the case in every game as such things needs to be organized and with clear rules what should be tested.
So it seems not really to be consistend in that matter. So either when the last player is in the game another 5 mins have to pass before the train opens up or the mechanic is not really fleshed out so far.
