Balancing is always the last phase in a development. First of all, the framework has to fit and the network code has to be good. Graphics etc and then at the end the values ​​are added which is the balance for you. Because what is more important: the balance or the netcode as an example

I doubt these devs will stray from their vision and I don't enjoy where the game currently is.

Which ones? Not that I disagree, but maybe it'd be helpful to state which ones and why you think so.

Its kinda hard to get a feel on them with how dead this already is, but stuff like the doctor being reliant on RNG when other characters just aren't (and not even fun rng like faust; all his potions are the same attack, only the post-hit effect differs at all, its the worst of both worlds) or the mafia girl losing options when she uses her specials but then robot is just by default able to no-sell >90% of the attacks in the game for free simply by staying on the floor (and he has no reason to jump). They looked at Big Band, famously overpowered, top tier Skullgirl char, having super-armor during attacks countered by specific attacks, then went "We can make this even less fun to fight".
Unsurprisingly when I did get games online, the majority played the robot and no one played the characters with passives that actively harm them.
