how to increase population

i'm stuck at population 14++, any suggesstion to rapidly increase the population?

You need to make tourists happy. So they stay in your city and become vagrants. Also, you need to increase your reputation.

how do you make them happy? I am currently stuck at around 1650 population and it is really hard for me to increase it further

Fullfill their needs. They want to be carry in the city. They want to find place to eat. If you see angry tourist, click on them to know what is wrong with them.

I have 90 happiness and 3 fully staffed Inns and Saloons with plenty of food yet I keepp losing population every year, why? My population was 1300 now is down to 1200 and it drops every year

I can't click on angry tourists. It only focus the dirty road instead of the tourist.
How do you increase reputation?

I mean by that than if a tourist want to grab food, it need to be able to do it. If a tourist want to sleep, he need to be able to do it. If a tourist is on the border of the map, a taxi need to grab him.

I believe it's a bug in the game. Around 1600 my population begins to starve for no apparent reason. Thousands of overstocked food. Restaurants in every block. Etc etc. I haven't been able to figure out what triggers the start of them starving to death, or how to stop them from doing so. I just give up the play through after I'm back down to 900 and still starving. I just started a new playthrough to see if I can figure it out this time.
