BUG: Unable to detect secondary or other video card options upon game start

Upon starting the game with the video options window, the only Video option available is the Intel HD Graphics 630. I have a second graphics card in a Razer Cortex that has a NVIDIA GeForce RTX 3060 that can be detected on other games or apps, but not in the startup of Terminal Velocity Boosted Edition. I doubt it is a graphics driver issue. Is there some workaround for the game to detect another graphics card other than my primary?
