Game runs at 2x speed and settings don't seem to slow it down.
Game logic seems to run at 2 or 3X speed and I'm not sure why even after messing with a bunch of display settings. I've been told that it might be controlled by the game's framerate but locking it to 48fps either through the game itself, the config file, or even Nvidia control panel seem to affect anything.

I'm hesitant to call it a bug because it there could still be a setting issue but it's increasingly seeming like that. I'm also hesitant to try a refund because I was really excited for this game but if I can't play it, I might as well get my money back and buy something else with my cash.

I had the exact same issue and was really confused myself, but I was able to find a solution. Right click desktop and go to NVIDIA Control Panel. There, go to Manage 3D Setting -> Program Settings, and then you add Penny's Big Breakaway to the program list(Make sure you know the file directory). There, go to the MaX Framerate setting and give it a cap of the framerate of your choosing. That's what fixed the issue for me. Make sure to also turn on stuff like V-Sync if you haven't already.

That's actually one of the things I tried when I mentioned using NVIDIA Control Panel because I had read forum posts that seemed to have the same problem I had ("Had" as in before I refunded it because even with customer support, I wasn't able to fix it in time before the refund period was over).

None of the variations of those configurations did anything for some reason. The closest I could get to understanding the problem is when the game starts up, something changes in the game's files because it would only fail to validate AFTER I started the application. It's very strange because it seems I'm the only one this happens to.

Actually, turning off V-Sync (and adding it the control panel) is what fixed it for me.

V-Sync did nothing, it was the Max Frame Rate that did it.
Plus, I generally leave V-sync off because I have games like Re-Volt that work better without it on, so.....I was afraid I would have to switch it off and on when playing different games.
