The easiest way is to unlock lockpicking faction first then u go breach their house at night and start beat them up

Beat up and rob random people until the Ghoulies faction calls you, their HQ has a vendor that sells lockpicks

Does anyone know where Franco lives? he doesn't wonder the streets or park.

If you use the map unlock in your menu by paying the cost, you can see the names of house owners on the map, which will help narrow it down. If they're not on there, they either have an apartment which you'll have to check for manually, or they live inside somebody else's house, and at that point it gets really tough.

Hopefully in the future they just tell you where they are.

update he doesn't have a house or apartment, but I was able to lockpick the cafe and fight him. I think it was a glitch but it completed the mission. thank you
