Help with odd jobs

I accepted the odd job of deliveryn a parcel and got the call, he told me to go to the civic office for it and after the call ended there was a partial see through loading screen that didnt go away. When I opened the map or hit esc everything looked normal but going back to the game made the loading dscreen reappear.

I saved and quit the game aftger re loading there is nothing at the civic office and I cant find details about the job enywhere in game. can someone help me?'

EDIT: The job seems to have completely bugged out and disappeared fron the quest menu. I accepted another job and this one is in my Quest log. The other one can't be reaccepted though :(
