Yes it's the same thing, in fact when you click on Deluxe Edition on the store page, it's written WRC Generations Fully Loaded Edition on the picture.

bear in mind also that the cars cant be used in a championship/career, also that in multiplayer there is no distinction between year, so basically everyone will only play 1 car (the fastest in the latest year), the problem is also compunded by no car selection visible in results so you cant see if someone cheated on your 70s cars championship by using a 2010 car for example. Which renders all bonus cars, which cannot be used in a historic setting online championship, and historic cars, pointless except for single make event setups. Dirt Rally 2 did it right, but its almost a complete farce in this game.
