So throttle bug is forever?

Is that it? No fix or anything? It seems a tad bit better, acts nothing like wrc10 so im kind of baffled

The bug isn't with the throttle but the weird autoclutch/launch control system, as Marc Collins said.
Developpers said it was closer to how real rally1 cars behave but this isn't true.
Also, manual cars don't even need a clutch in this game, and they apply 50% brake when moving forward in neutral without accelerating (also when shifting with an H-shifter by lifting off the throttle).

That and the fact we can't disable this weird autoclutch should give you a clue about how much they care about realism.

I installed WRC10 back today, ♥♥♥♥ WRCG, list of things thats not working as they should is too big.

520 players for a Nacon WRC game is actually a good turn out for them. especially so long after launch. The PC market over the years has never seemingly been an area they have deemed as important as console .

Simulated experience or Accurate mechanical simulation ?. The latter will never be achieved on current or generation PCs or in many , many future generations of them for any "sim" let alone consoles.
So you are left with the former. And you will never ever "please all of the people all of the time." - Everyone has differing expectations on what the experience should be including the devs. ( No I am not defending them ).
They (devs) have seemingly gone with a 'one size fits all' set of algorithms, (as they have done in previous versions) but this time primarily biased towards the hybrid model. Which has upset the apple cart . No doubt a little more than they had expected .

Biggest bugbear, for myself, is the clutch and its now permanently engaged status.
The easiest resolution from the Devs would be to add a neutral gear and let it be mapped . ( The code is there after all)
Then at least then I could rev my engine without trying to drive a gearbox

WRC and Dirt Rally are merely just Arcade/SimCade with lousy physics and mediocre damage model.

Nevertheless I've bought all rally titles since mid 1990's

It is very sad the the ancient RBR game still has better drive line simulation and more realistic surface mapping for the courses than any modern console/arcade game, of which WRCG is unfortunately one. If you like driving on a ribbon with canned FFB effects, this is your game. If you want something physics-based, we still only have RBR. It looks outdated, but within 100 m of driving the first course, it is revealed which one is more realistic.

Wow, this problem with the clutch being unaddressed just talked me out of buying this. It's a real shame, I haven't played WRC in a while (been on DIRT). But if the clutch doesn't work in a rally sim... That's not playable. What a shame they aren't addressing this, I can't imagine how many others will avoid it because of this.
