Is the setting "main controller" set to "on" for the profile you have your steering assigned to?
Try disabling the thrustmaster api in the general settings (set to DInput only) as this has been known to cause other issues.
Have you disabled all steam input for the game ? - if its on ( by default) - then the wheel is effectively useless.
Does your wheel driver have the latest firmware and driver installed ?

What wheel are you using with your base as the Ferrari F1 with the advanced setting enabled can be problematic at times.
