Because the game isn't finished yet. Today you get games by download so the developer has time until release to fine tune the game and fix some problems. So, 3rd November (at release) the game will get the patch witch transforms it from work in progress to final (called day one patch). But until then nobody, not even the developer, can make a video that isn't workin progress.
It was diffrent 20 years ago when games came by CD and had no online updates. Back then time was needed to produce enough CDs and ship them to shops all around the world so the game had to be finished weeks or even months before release. But that times are over.
The game shown there is the latest version by the video release and the closest it will be at launch.
Generation was already performing better than "what WRC 10 ever did" accordingly to Team VVV a month or so ago when the videos started being published.
Rules for happy times:
-Wait for release and people to benchmark on your GPU before purchasing.
-Wait for youtube footage of the game on launch.
-Wait for users reviews.
There are hours worth of gameplay on the tube. All cameras. All content.

no one is forcing you to buy the game the instant it comes out.
"Does it seem like they fixed the visual stuttering issues that wrc 9 and 10 had ??"
"seems to be fixed"
and
"hello, the game has support for RTX and DLSS technology? Thank"
"Yep it has them :)"
Hope it is the truth
