Hello!
You can play local co-op by simply connecting a controller to your PC while you're in-game, you'll immediately find a prompt asking you if you'd like to add a local player and split the screen in half!
While the game does not officially support online multiplayer, if you're trying to co-op at a distance you can still do so through Steam Remote Play by loading up the game, starting a new save or loading an old one, opening up your friends list, right clicking your friend's name and inviting them for a Remote Play session! Just make sure one of you is using a controller, as Steam Remote Play does not support dual keyboard/mouse inputs.
And no, your friend does not need to own a copy of the game :)
