Rolling Advanced Weapon Upgrades?

Anyone know if it's possible to roll the weapon upgrades with evolution bonuses (stuff like Execution count -2. Execution level +1) at the weaponsmith?? I've prob rolled over 100 times through multiple runs and never get any of those bonuses... Do they just have to be on the weapon from the start or is there some way to roll them on?

I believe it is a purchasable upgrade available at Mr. Xie's station that allows you to reforge Evolution affixes. Once purchased, you can equip any weapon with a single Evolution affix for 400 Scrypt. It can be any one you want.
