I haven't noticed any stutters at all while playing it. Sometimes you might see very slight micro stutters randomly while watching someones video playback on youtube and that is normal. I record at high bitrate using the same gpu I play the games on, then I run it through a video software to render and you may sometimes see some slight micro stutters while watching the video, but it doesn't do it while in the game.
The stutters you speak of could come down to certain hardware combos, a bad Port from console, or could be CPU related. Speaking on the whole CPU thing, a lot of newer games just run better on Higher clocked new architecture CPU's as well (1 to 2 Generations old). I have played a lot of games lately and even Early access games, Console Ports and I have not been affected by any performance issues at launch luckily so far.
