Where should I take this dumb - ass woman Liu Yueying ? I've been running around the city for 6 hours, I've run around the whole city 20 times. How can such dumb quests be done at all?

It turned out that in the government office you need to stand at a specific point, near the golden dragon. And even locally, it needs to be placed in a specific square. Idiot quest.
