You can exchange coins for silver scrap at pawn shops in cities.

Its also on the ground in markets and cities sometimes. Walk around and look for 3 little stones

Holy, never noticed the exchange button at the pawn shop thanks, will be more attentive to the ground too.
As to stealing I never tried yet, I assume you need to train into it and also have companion who don't abhor that too
