Nine faction sect Quest Not Showing Up

Ive just spoken with the general, did the quest, and left with the master. Now the only quest I have is the Cloud Tournament. No Nine Faction Quest showing up for me

The 3 Nine Factions causing troubles quests requires you to be level 40+ and Fame 4+.
And probably have the previous 2 Main Story quests done: IE, beating the Vagabond who challenges you daily until you accept, and unlocking your Homestead at Fame 4.

I am Fame lv.7 and lv39 and completed both main quests, I didn't interfere with the vagabond and unlocked my Homestead.

Just levelled up to lv.40 and got the event. Thank you so much
