Crafted weapon stats

There is definitely a relation between the general range of stat rolls you get and your crafting skill, but what else affects it? When crafting Xuan Yuan swords I consistently get 287 to 297 attack and 15% to 16% combo, but I'm wondering what I'm missing for that last 3 attack. It never shows up no matter how much I try.
