The points you spent at Character Creation go into your characters Base Stat. There is no Repeccing those because you can train them up to Base 10 regardless of where you started. You can see your current Base Stat by putting your Mouse over the Number.
So if you start with 5 Str at Character Creation, you will start with Base 5 Str and have 5 more points to gain via training.
If you start at 10 Str, you have no more Str to gain via training. If you start at 1 Str, you have 9 points to gain via Str.
The Points you spend on Stats during Character Creation is only good for reducing the amount of time it takes to get to Base 10. Which is also why you can only bring them up to 10 with points, as thats the max Base stat you can have.
And the other thing in Character Creation is Traits. If you chose a trait that increased a Stat (Like the Unique Skeleton Trait), you cannot lose or change the stats given by it. These are "Free" Stats. So if you have 6 Free Str and 1 Base Str, you can still train it up to 16 Str (6 Free + 10 Base)
