Where to find the Scholar in White for the Ninja boss quest?

I don't think that Bu Juechen's followers are really ninjas. It's just common in wuxia to wear all black for night missions. Don't know if this wuxia portrayal really echoes with real life though. But Bu Juechen's design might have some strong ninja influence when looking at his vest and claws on both hands.
