Yes, you are right. The characters gain the above additional traits if their sworn brothers/sisters are in the same party during combat. The traits above can only be activated if they perform the oath taking ceremony together (in the same party), as seen from the picture:

In addition, they also receive permanent trait from the wine used in the ceremony.

In short, not really. Just got with two groups of two (e.g., Dust of Sword Intent + Compelling Craving) plus any one NPC (e.g., any of the Cold Skin Gang members) not in the list above.

You can't get all of them in one run, because some of the NPCs are from the opposing sides. Besides, the sequence of getting each NPC is different, you'll come across some of them early, some of them late game.
