玉竹 in 大梁城 is it a bug

why I can't get any 玉竹 in 大梁城 to join 儒聖館, i tried every ways but no selection for me to join, thank you for helpin

You need to get all four 玉竹from helping four specific NPCs in Daliang, namely the veggie seller in the market, the old man standing on the bridge, the mute old lady selling bun, and the sickly old man in the wheelchair. Make sure you heal the wheelchair old man yourself, not any of your party member.

Alternatively, you can pass the exam in Daliang to get an invitation from Duke Qi. Then, he will give you a recommendation letter to join 儒圣馆, which allows you to skip the 玉竹 quest.

i tried all that, after helping each one you mentioned, i could get everything but 玉竹 before or after the invitation from Duke Qi.
I am not sure what have i missed ?

I don't think it matters before or after the invitation. You should talk to 蔡元常 telling him you want to join 儒圣馆, only then 玉竹 can be spawned. After you helped each NPC, they will give you the 玉竹.

Joining 儒圣馆with 玉竹gets you to have higher relationships with the NPCs, but joining with invitation letter opens up Duke Qi dialogues.

The join button not showing up sounds like you're a part of another sect already. Maybe you joined the Old Man's Sect by becoming his disciple at the start?

darkshintos is right, you're in 琅琊阁, you can only join one sect at a time. After complete the 轩辕quest, you can choose one of the three chests in 藏兵阁 then you should consider to quit 琅琊阁 and join any sect you like.
