No idea, this game is huge. I don't think anyone keeps tracks of small things like weapon stat books. Manuals, on the other hand, are tracked. Check out steam guides like this https://steamcommunity.com/sharedfiles/filedetails/?id=3039529031 . Search for sword manuals in particular and you'll learn where to find them and/or how to get them. The easiest ways are to join Langya Sword Pavilion or Taoist Sect in which case, just check the guide for how to join them. Smaller sects like Crime Investigation Bureau also teach you sword manual.s
The main source of those External Stats will always be higher tier Martial Arts. A legendary tier External will give 37 in its respective stat. This is the only way to get 200 or more in that stat. Don't expect to get more than 200ish without taking the Effective Learner trait during character creation or buying the DLC for the Martial Arts Merging/Comprehension.
The other way is through the super rare, limited Archives that you can only find and not buy.
There aren't very many of those books, and they are only effective at certain ranges so you'll have to spend time forgetting and relearning your Sword Martial arts if you wanted to use them.
At 65, you are looking at a whole +6 increase from those books.
