How do you obtain the rabbit ring without killing refugees?

Stealth and paralyze them with the ability you get from joining the Crime Investigation Bureau.

Killing them isn't exactly a problem. You won't get any negatives from doing that. Amusingly what WILL lower your character's personality stats is opening the chest. You will get a hit to property because it's owned. Those NPCs are apparently non essential: Even for the quest to deliver food to the refugee boss, you will still be able to do it somehow. So you will just have to give a few gifts to a few people and if will be as if nothing happened.

But yeah, otherwise, if you don't join the Crime Investigation Bureau, you have no real tool to prevent murdering everyone.

Immobilize them, either joining CIB or confucius sect and learn it from Cai Qi

The whole thing with the rabbit ring seems poorly made, could do with a going-over from the devs.

You don't have to kill that cow. You can sneak to lure it away or use the Banish function
