Issue from Daliang City

I'm my first playthrough, i became hated in daliang city and don't know how to recover the relationship until ago, now i cannot find any Baliff in city for the Nine Factions Sect quest, and i cannot call the Wind and Cloud Arena in "Earth" fase.

Is there something i can do to advance in this quest with this situation, or i get stuck?

If the city NPCs run away from you, you can try to get caught by the patrolling bailiff. If the bailiffs are also avoiding you, try to enter the government office and get yourself caught. You want to be sentenced to beating and jailing. After that, your relationship with Daliang will reset to slight negative.

If the above doesn't work, try to complete the noticeboard daily quests and get your moral to positive by completing the beggars quest in other cities.
