However, this quest is also a part of the Ye Family Battalion questline and a part of the Yan Yun Army quest line. If were not a member of either army when reaching Fame 6, you would receive a pigeon giving you this mission.
If you joined the Ye Family Battalion, you will need to progress their quest line until you are told to do the rescue as a member of the battalion. If you failed to recruit both of the Blue Wind Camp and Swallows Nest, you will never get your promotion and never be trusted to save the Emperor. Note that if you joined after learning about the location, you can still go save him.
If you joined the Yan Yun Iron Army, you will never get this quest. In-fact, the Yan Yun Army quest line will completely remove the Main Quest from the game due to the narrative.
