Stuck in "feminism" quest

the quest says to take Liu Yueying on a tour of Dragon head shear, tiger head shear, and dog head shear at daliang city government. What does that even mean?? I took her everywhere in the city and I had some cutscenes at the market and tea stall. I cannot leave the city and I dunno what to do....

Go into government building and in top corner there going to be 3 chinese execution devices. Go near them.

Go inside the Government Office (not just the compound, but inside the building) and bring her to the back (upper right) to view the three guillotines. It should initiate a conversation cutscene. If you have some smart NPCs in your party (I could be wrong but Ling Mengdie, Luo Qianxue, Storyteller), they will also have unique dialogue.

Shear is a type of blade, and in the government offices there are three guillotine execution blades. That's what the quest is referencing to.

Head to the Government building. Enter and walk to the 3 gold statues.
Head to the Glittering Auction House
Head to the Tower of Prosperity, look for the kid's parents
Go to the Market, talk to the candy seller
Head back towards the Tower of Prosperity, talk to the Old Woman next to the Clothes store
Head to the Baoguo Temple, learn about the Southwest Region and the West Gate/Border Patrol
Head to the Docks south and to the left of the market.
