underground arena

how does one get the password for the underground arena?

i've searched and searched.. some said the waiter at the inn in lin'an city gives it to you.. but i've got him 100% and no option to talk. (even took him into my party..) some "Silang" gives it to you but i've not meet them? - it seems to say its the inn keeper at namless village.. but i have her at 100% and in my party..

i've tried with all the nameless village folks.. nothing..

am i missing someone? something?

Another way is to talk to the strong man in the market of lin'nan. If you have 8 strength he'll give you the password. Assuming you have the rumor unlocked from the gossip guys.

Also the waiter might need you to appraise the manual he gave you for him to give it to you. And he has to be outside your party to for you to get the dialogue option.

This underground arena is tied to Hua Siniang investigation quest. I think if you have already completed that quest, you couldn't get the password from the waiter.
