Hua QingQing won't leave her jail cell.

She's stuck in prison and won't leave.

I joined her sect but she says "leave me alone I need to improve my stealing". I completed her agate gemstone quest.

Even If I kill the Crime Bureau, she just sits in the cell and refuses to leave. Like wtf?

I want to recruit her and the swallow master. What do I do?

The lady constable of the Crime Bureau and the lady thief of the Swallows are the most annoying to try and recruit, let alone bond with.

Even the MiaoMiao of the poison tribe is easier to deal with once you are aware of the pitfalls involved.

1) Did you defeat Hua QingQing in a fight when you met her earlier in the Nest of Swallow (instead of using persuasion skill)? If yes, you may have disabled her quest.

2) What is your level on stealing skill? You'll probably need to be at least around Level 4 to invite her into your party.

I never got to invite Bu Juecheng (the leader) in the latest version. In the earlier version, the final mission from Nest of Swallow may put you at odds with Crime Investigation Bureau.

I never got to invite Bu Juecheng (the leader) in the latest version. In the earlier version, the final mission from Nest of Swallow may put you at odds with Crime Investigation Bureau.

First time playing the game and I got wrecked at the temple by the Constables.

She and I were taken to the prison, then later I was released and the charges dropped.

I was too weak to fight her back then and win. I think her getting arrested like that disabled her entirely.

Pretty lame. Now that I'm level 100 and I wanted to get her bond achievement, the game won't let me.

My steal and persuade skill are master level. I even tried dueling her and losing by reducing HP to zero. Nothing.

No option to Talk or anything.

What's stupid is the Swallow master sends me there to rescue a swallow operative and she's in the same cell, but I can't rescue her? Huge oversight :*(.

Sorry to hear that, but this game has the tendency to softlock players out of certain story line.

Yeah, if you helped the CIB at the start then she pretty much is disabled from further interact the rest of the game.
However, I'm not sure if she's still inside CIB prison after Nine sect capture people to a temple. You may check if she's at swallow again after the fight ( whoever dies in this fight is dead )
