you can get the recipe by having a good relation with monk faction, just talk to the monk inside the kitchen

oh than you are basically unable to get it, the only surefire way to get it is join the monk fanction early on without any fame (because that is what triggers part of the main story) and keep working for him till you get it. I recall certain conditions like benevolence is required though

Any other advice? I'm at 100 percent relationship with the chef yet he won't give me the recipe

From what I've read, you need to be part of the sect, or the chef won't give the recipe. I know for sure maxing the relations with the chef doesn't work for having tried it myself.
