Langya Sword Pavillion - How to start 3rd quest?

I've done everything I can at the sect and maxed out mining/smiting. All the guides i can find say i should just automatically receive a legendary blueprint and quest, but nothing ever triggers. Is it level or fame locked or something? I'm level 40 and Fame 4. No one ha anything to say to me and I have no active quests with the sect outside of funneling dude materials.

If you have maxed out mining and weapon smithing at the master level, the next step is to raise your relationship with the sect leader to 100. That should unlock the legendary sword crafting quest.

I couldn't get the quest until I raised the relationship.
