is there anyway not to inherit max skill level?

every time i start a new character it always got the skill from previous character
is there any way to stop that?

Probably you'll need to mess around with your save files. If you play around with your "global" folder, you will be prompted by a dialogue box upon launching your game. If you select "confirm" you may reset everything including lore and achievements. This may even affect your homestead progress.

I am sorry I don't know which file stores the info on skills.

max skills are only passed on if you get a true ending (an ending that gives you the option of ending the game).

Max level skills are saved when you do a true ending. Get a save from someone who has no max skills and finish a true ending
