Ou Ye Han Missing in Nameless Village

I created a new character, but when I entered the starter village, Ou Ye Han isn't there or in the blacksmith shop. Is there something or some event that triggers whether he will be there? I skipped both people when the game started then leveled up to 15 in the Lost forest and finally entered the nameless village for the first time. I ran into the old man but turned him down so I can join the Langya Sword Pavillion sect. I'm also on hard mode.

that's weird, he should show up if you turned down the old man. Maybe go back during a different time of the day. For one of my games, he didn't show up until the next morning.
