Cannot start "Imperial Scholar" quest

Hi,

So I went to the Confucius Temple for the first time when I was prompted to visit there by my drunk(?) master to inquire about his missing bro.

Upon attempting to enter, I was blocked, and guards said I couldn't enter unless I am a scholar.
And the old dude in front of the temple gate told me about how to become a scholar, and I see "Imperial Scholar" in my Journal --> rumor section.

The rumor says the first steps are
1. visit the dragon library in Chunxiang city, and take a prelimnary test
2. visit the government office and take an actual scholar test.
And the next steps are repeating the above for 2 other cities.

When I go to the dragon library, the old scholar did not give me any exams. I can do "answer questions" daily quest thing, but no exam.

Just in case, I visited the government office and nothing happens.

Am I missing something or is the quest bugged somehow?

For additional context
- My current fame in Prominent
- After realizing scholar thing is not working, I went back to the Confucius temple and tried re-entering. This time, I could enter by using my fame instead.

from now all what i knew is: u must answer question from Daliang's Dean and Chuxiang's Dean for a few time (1 time per day), answer them until they said they lose, and they will write a letter to prefect, after that just follow mission

to get scholar you need to do dragon school and imperial school until they tell you to take an exam you gotta do both then theres another exam you gotta do.
