One beneath the Zither in the Maiden House.
One held by the injured Monk in the ruined temple.
One on the table inside the of backroom of the government office.
And I'm not sure where I got the last one.
Point is that these are items you actually need to find and pick up in the world, rather than any sort of cut scene trigger.
Last item is in the antique shop, on the right hand side shelf. You need the owner and body guards to be looking away to grab it.
I've spent almost 120 hours now with multiples endings to find out quests and secrets etc.

This quest is bottom down dull.
I find it surprisingly dumb idea, to place such an important item in some casul one-use *npc's inventory*. And now npc in maiden's gouse asks for answer, unfinished quest stays in the list and can't be abandoned, and 3 out of 4 items in the inventory are completly useless.
If there were some way to find this monk after his escape from the prison, it could make some sense.
