How do you get appraise to a level where you can start using it?

Learn appraisal skill from various NPCs, obtain the accessory that boosts appraisal exp gain by 300%, buy unknown items from pawn shops in towns, spam appraisal.
At the moment, accessory appraisal is impossible to max, while appraising medicine? (the 5th one) takes longer.

Why is the accessory appraisal impossible to max? Don't you just buy enough accessories to level up the appraisal skill? Or is it bugged?

The new update just released a feature where some NPCs sell unidentified accessories now. It was impossible to max appraise accessory b4 this most recent update

And I thought nameless accessories were 'off', I didn't see them before. But I'm new so I thought maybe I just forgot.
