Does that mean that Luck mechanic goes away?

I feel like this is overcomplicating the game tbh. Though, I guess there weren't many ways to greed while using HP as a resource prior to this. However, this hardly fills that niche because it's more like spending HP now so that your gained tempo will allow you to not lose it in the turns to come.
Given that this game, at least to me, felt almost entirely tempo-oriented as it was, the addition seems redundant and potentially skewing the balance.
