Stacking Bait on Fish Traps

If you stack food before putting it on a fish trap it will use the bait in sequence, but you can't add bait if there's already bait on the trap. Not certain if you're not supposed to be able to have stacks at all, or if you should be able to add to it, but this feels like a bug.
