What is the purpose a foil card?
besides looking nice and shiny and being worth more? are they better in functionality?

No. Just like in real life, foil cards are only better in value and appearance, they virtually function the same as the normal version.

I tried to craft a foil WOOD card to see if it may give me a foil STICK card or multiple foil STICK cards but it only gave me one normal STICK card just like a non-foil WOOD card would.

They sell for more. If you sell it using the Market card then you can get double the extra money.
