Payback Edition DLC removed?

Everything from the Payback Edition DLC is gone. Its listed as installed but all blueprints, postcards, and statue tables are gone. Ive tried overwriting all my saves and reinstalling without cloud data but nothing worked. It seems like other people are having the same issue. Do any devs check this? Is the game still being updated/fixed? $10 is a lot for 2 measly gun skins but its a lot worse when you dont get anything.

I've just tried to play my game, and the DLC is missing for me too, even after verifying files.
