Anyone else have the Trade person in Bourban Street not be there?

If you help the DIssedents, then they give you a mission to go get bolt cutters from a trading Exile in Bourban Street, however, I killed them on my second playthrough, and now that trade person isn't there. The cat-clues still lead me there, but she's not there.
Is this a bug, or is it just the dev's way of making you play either an all Nice Guy route or all Evil Jerk route?
