Is this broken?

I downloaded the Steam version of the Skyrim Creation Kit, now that Bethesda decided their Bethesda.net launcher didn't live up to the hype and they've migrated back to Steam.

Unfortunately, I keep getting an error with this application:

Unknown Creation Kit version detected. Patches are disabled.

Required versions:
CreationKit.exe 1.5.30 released on 2018-04-13
CreationKit.exe 1.5.73 released on 2019-03-13

Executable path: *gamepath*\Steam\steamapps\common\Skyrim Special Edition\CreationKit.exe

This is on a clean install of both Skyrim and the Creation Kit, so no files have been modified. I did not purchase the Anniversary Edition upgrade, but my game is patched to 1.6.353 (which is the most up-to-date version and includes the 4 free Creation Club DLCs).

Has anyone else come across this issue?
