Have you tried to open it as admin?

Not working for me either.
When I try to run it directly (admin) I get..

The procedure entry point SteamInternal_ContextInit could not be located in the dynamic link library.

Running it from within Steam, nothing happens.
Going to go looking for a crash log.

Exactly same issue: The procedure entry point SteamInternal_ContextInit could not be located in the dynamic link library.

I have the same issue, but with mine I click "Play" and it says "Launching" on the steam button then it just turns back into "Play" button.

Update: I went to another game of mine in steam and copied the file steam_api64.dll from there to the fallout 4 game directory that has the creation kit installed. After that it seems to work now.

welp, mods bricked so figured try the creation kit to build 88 and just load it in for next playthrough... but no steam api to run the thing....

Unsure if this is related. The CK starts just fine, but when I try to upload a new mod, it blows this error:

"Failed to Create New Mod. BNET_INVALID_ARGUMENT - This error indicates that the client passed an invalid argument to the function."

The Creation kit files have to be in the same files as the game itself to launch if you have the main game on another launcher just make sure to copy the steam_api64.dll file from another steam game the missing, dll files are attached to the main game as is so you wont need to find them hope this helps

Ah that's the answer, thank you for reminding me about this. I installed FO4 on a different hard drive than I did the Creation Kit.

Even then it isn't launching through steam for me and trying to run manually as admin gives me "the procedure entry point SteamInternal_ContextInit could not be located in the dynamic link library steam_api64.dll."
