Use MO2 for the steam version.
Under MO2, cliick the gears, modify executable, and for Creation kit, check the "Overwrite Steam AppID" and change the value to 202480.
Used this mod on 163 so it can read the updated the new ba2 format:

I modified some mods in CK for 980 e.g. added a working sink to the (older) TARDIS mod.
It Works.
Same for FO4Edit/xEdit. Set the Steam AppID to 202480.
The mods you modify can be found in the MO2/mods folder. I just zipped them up and installed them to my un-updated FO4 game which uses Vortex.
