The "Free starter pack" is just a demo. You have to buy the game if you want the new content, which is most likely the only new stuff in TSW5!

They could have just upgrade TSW4 for free and sell the new content as DLC.
But they want to have a new full price Title (not game) in the store every year.

It's a total rip-off!

So from my understanding, TSW5 itself, its core features are for free such as the Training centre and any other minor things, but the new routes are separate purchases like you're buying any other route addon?

Wouldn't it be better just to make the new routes as normal DLC routes and adding the new features into 4 without turning the 4 into a 5 seeing it as a new game?

So uhhhh.... Didn't even have proper sale opportunity to buy TSW4 + DLCs but now I should fork over for TSW5?
